Recovering from the Pandemic Together
The City of Savage received $3.53 M in one-time direct federal aid from the Federal American Rescue Plan Act (ARPA). The funding is meant to provide relief from the COVID-19 pandemic to cities across the nation and boost the economy. Through Community Engagement in late 2021, a Spending Plan was developed and approved in early 2022. Projects are beginning to be implemented throughout 2022 and 2023. Assistance with mental health resources was a theme of community feedback. The project will provide no fee community classes on mental health awareness.
Activation Events for Savage Commercial Areas

Host a series of events for stakeholders to attract people to the city’s commercial areas.
Water Reuse at Community Park
$950,000
New construction to reuse water from retention ponds to irrigate Community Park. Results of the project would include reducing runoff to Credit River which will improve water quality, less consumption of potable water, and groundwater. A water use reduction of 1.7 to 4.3 million gallons/year is estimated.
Downtown Neighborhood Plan
$125,000
Conduct a land use and neighborhood plan of the downtown area to activate the area and plan for the future.
Savage Sports Center
$250,000
Funds to help offset lost revenue experienced by the Savage Sports Center and to assist with future expenditures.
Building Security
$300,000
Funds to support government services of public building security project.
Affordable Housing
$500,000
Options include acquisition and rehab of single family homes, home improvement grant programs, or creation of affordable housing units.
Business Grants
$113,049
Grants to aid Savage businesses’ ongoing response to the COVID-19 pandemic.
Library Expansion
$966,795
Expanding the Savage Library’s front meeting room to provide additional programming opportunities for users of the library space.
