The City of Savage acquired the property at the intersection of County Road 27 and 154th St in 2006 intending to develop the site. The site is guided in the Comprehensive Plan for planned mixed development and is guided for commercial on the future land use map. The EDA sold the property to the developer in 2018, and there was a public hearing.
On June 12, 2023, Amcon Development, working with the property owner, 4833 W. 123rd LLC, submitted land use and subdivision applications for the development of a 4,600-square-foot retail building with a 670-square-foot coffee show kiosk on the site. The retail building is intended to be a multi-tenant general commercial space and the coffee show will have a drive-through.
