On September 9, 2024, the City Council adopted Resolution R-24-227, which enabled the vacation of the County Road 27 right-of-way north of 130th Street.
In 1971, the City purchased the right-of-way with the intent of extending Dakota Avenue (CR 27) to Highway 13 and possibly across the Minnesota River into Bloomington. Over the decades, construction of the anticipated roadway became challenging due to the Savage Fen and the development of private property impacting the anticipated connection.
The land is currently identified as right-of-way on the zoning map and the 2040 comprehensive plan land use map. The City proposes to zone and guide the land consistent with the surrounding properties to the east and west.

On January 6, 2025, City Council approved the proposed changes to the Future Land Use Map and the Official Zoning Map for the County Road 27 property.

At its regularly scheduled meeting, Planning Commission held a public hearing to gather input on guiding the property as high-density residential on the Savage 2040 Comprehensive Plan - Future Land Use Map and zoning the property Planned Mixed-Use District (PMD). After some deliberation, the Planning Commission voted 6-0 to recommend approval of the changes to City Council.
