On September 9, 2024, City Council adopted Resolution R-24-227, which vacated the County Road 27 right-of-way north of 130th Street. This right-of-way was purchased by the City to extend Dakota Avenue to Highway 13. The extension is no longer a viable option, as there are several limiting environmental factors that prevent such an extension from occurring, such as the Savage Fen and the steep slopes. The land is currently identified as right of way on the zoning map and 2040 comprehensive plan land use map. The City is proposing to zone and guide the land consistent with the surrounding properties to the east and west.

    On January 6, 2025, City Council approved the proposed changes to the Future Land Use Map and the Official Zoning Map for the County Road 27 property.

    At its regularly scheduled meeting, Planning Commission held a public hearing to gather input on guiding the property as high-density residential on the Savage 2040 Comprehensive Plan - Future Land Use Map and zoning the property Planned Mixed-Use District (PMD). After some deliberation, the Planning Commission voted 6-0 to recommend approval of the changes to City Council.
