Scott County is improving McColl Drive, also known as County Highway (CH) 16. Improvements are planned to the CH 16 corridor between CH 18 and Trunk Highway (TH) 13, including turn lanes at Kelly Circle, Hillsboro Avenue, and Boone Avenue, a new trail, and storm sewer facilities. These improvements are aimed at addressing safety, traffic flow, drainage, and non-motorized access needs along this corridor.
The Cities of Savage and Shakopee and the Minnesota Department of Transportation (MnDOT) are working in partnership with Scott County throughout the design process. The project is in the early design stages, with the intent to begin construction in 2026.
Project purpose and goals The purpose of the proposed improvements is to address safety needs by constructing turn lanes and pedestrian facilities and to correct stormwater erosion issues. The project goals are to:
• Add a shared-use trail along CH 16 between CH 18 and TH 13 • Add turn lanes at public roadway intersections • Address ditch erosion on the north side of CH 16 between 133rd Street and TH 13 • Identify potential future improvements at the CH 18 intersections that address safety and traffic operations • Identify potential future improvements at the TH 13 & CH 16 intersection that address safety and traffic operations
